Dieser Film dreht sich um das berüchtigte Lager 731, das während des Zweiten Weltkriegs von den Japanern in der Mandschurei errichtet wurde und das nach offizieller Lesart zur Erforschung von Methoden zur Trinkwasseraufbereitung diente. In Wirklichkeit wurden dort unter der Leitung von Generalleutnant Shirou Ishii medizinische Experimente an Gefangenen vorgenommen, unter anderen mit Pesterreger und Milzbrandbakterien, um eine neue biologische Waffe zu entwickeln. Schlaglichtartig werden die Verhältnisse im Lager und die Misshandlungen der Internierten aus der Sicht einer Gruppe junger japanischer Männer geschildert, die im Sinne der vorherrschenden Ideologie zu Kämpfern ohne moralische Skrupel geformt werden sollen.
