Im Jahr 1938 steht China unter japanischer Besatzung. Um dem chinesischen Volk neuen Mut zu geben, führt eine Theatergruppe, der sich die junge Studentin Wong Chia Chi angeschlossen hat, propagandistische Stücke in Hongkong auf. Zuerst sind es nur provokative Theateraufführungen, doch die Schauspieler gründen nach kurzer Zeit eine geheime Widerstandsbewegung, die undercover Informationen über die japanische Besatzung sammelt. Wong spielt bei dieser Aktion eine besonders große Rolle: Sie wird damit beauftragt, den chinesischen Beamten Mr. Yee, der die japanischen Besatzer unterstützt, umzubringen. Anfangs läuft für die junge Studentin alles nach Plan: Sie schafft es, unerkannt mit Yee Kontakt aufzunehmen und sogar sein Vertrauen zu gewinnen. Doch dann kommt es, kurz bevor sie ihren Auftrag ausführen kann, zu einem unerwarteten Zwischenfall und Wong muss die Mission abbrechen. Drei Jahre später bekommt sie jedoch in Shanghai die Chance, zu beenden, was sie begonnen hat. Aber will sie das eigentlich? Aus irgendeinem Grund hat sie angefangen, Gefühle für den vermeintlichen Landesverräter zu entwickeln …
