With this in mind, police boss Nam Goo-Hyun creates a very special team, asking former police detective Oh Goo-Tak, who got suspended because of his lone-wolf style, to find this “new team.” So Goo-Tak starts to look for his “vicious dogs,” and he finds the hooligan Park Woong-Cheol, the assassin Jung Tae-Soo, and the extremely intelligent psychopath mass-murderer Lee Jung-Moon. Verbrecher jagt man bekanntlich am erfolgreichsten, indem man sich in sie hineinversetzt und so ihre nächsten Schritte vorhersieht.

Wer könnte dies besser als eine Gruppe aus bereits festgenommenen Straftätern. Dies denkt sich auch der Polizeichef Nam Goo-Hyun, als er den für seine etwas raue, aber erfolgreiche Art suspendierte Detektiv Oh Goo-Tak damit beauftragt einen Spezialtrupp aufzustellen. So sucht er sich seine »bissigen Hunde« bestehend aus dem Schläger Park Woong-Cheol, dem Auftragskiller Jung Tae-Soo und dem hochintelligenten Serienmörder Lee Jung-Moon zusammen. Mit der jungen Polizistin Yoo Mi-Young als Unterstützung jagen die 5 fortan mehr oder weniger gemeinsam als Team die Verbrecher der Stadt und haben durch ihre radikale, meist an dem Gesetz schrappende, jedoch ebenso clevere Vorgehensweise großen Erfolg dabei.
