Shougo Makishima ist ein junger Mann mit auffällig weißen, langen Haaren und bernsteinfarbenen Augen. Obgleich er sehr dünn und physisch schwach wirkt, ist Shougo ein ausgezeichneter Kämpfer, der auch sehr muskulöse Gegner schnell und mühelos niederstrecken kann.

Seine Besonderheit besteht darin, dass sein Psycho-Pass von den Scannern nicht korrekt erfasst werden kann - so kann Akane Tsunemori den vor ihren Augen ausgeübten Mord an ihrer Freundin nicht verhindern, da der Dominator Shougos Psycho-Pass als harmlos einstuft und infolge dessen keinen Schuss abgeben kann. Shougo ist ein Humanist der dunklen Seite, er begeistert sich für Grausamkeit, Wildheit und die dunkelsten Instinkte der menschlichen Natur. Durch seinen charismatischen Charakter schafft er es, viele Menschen um sich zu scharen und dazu zu bringen, alle seine Wünsche zu befolgen. Oft nutzt er dies, um die Bürger Japans, insbesondere das MWPSB, lebensgefährlichen oder bedrohlich chaotischen Situationen auszusetzen und nimmt dabei eine Beobachterrolle ein, um die ungezähmte »menschliche Natur« mitzuverfolgen. Shougos Ziel ist es, die Bürger Japans vom SIBYL-System zu befreien, das Menschen seiner Meinung nach zu Schafen mache. Er erreicht sein Ziel jedoch nicht, da er zuvor von Shinya Kougami (mit einem Revolver) erschossen wird.
