»Under the Dog« findet im Neo-Tokio von 2025 statt, fünf Jahre nach einer schwerwiegenden Terrorattacke auf die Olympischen Spiele in Tokio. Im Zuge der Tragödie bildete die UN eine Einheit für verdeckte Missionen, deren Ziel das Aufspüren und die anschließende Exekution der für den Anschlag verantwortlichen Täter ist. Anthea Kallenberg, ein Mädchen von schwedischer Abstammung, ist ein Mitglied dieser Elite-Gruppe, die ihre Kampffähigkeiten perfektioniert und sich zu einer tödlichen Assassine entwickelt hat.
